I was not able to attend tonight's sham, but through Twitter and emails, I thought I would pass on what I have heard so far.

2 men walking into the meeting said we weren't allowed to be there or have signs. Barbara told one of them it's our constitutional rights. He actually said "bahhhhh you and your Constitution!"
Jeannine Fleegle yelled at Dave Brumfield because he said the sterilization permit was rejected because they didn't specify the type of vehicle that would transport the deer.

    I can't make this stuff up. Comedians must think Mt. Lebanon is a gold mine for material. Here's the latest in "bit material." Mt. Lebanon commissioners have approved a sunscreen dispenser for Main Park. Dermatology worker gets public sunscreen dispenser installed at Mt. Lebanon park 

    I think it is admirable that our municipality is concerned with skin cancer.
    “It seemed like a good thing to do for the public to increase awareness of skin cancer and to provide materials that would help prevent that serious disease,” said Rudy Sukal, acting director of Mt. Lebanon's Public Works Department.
    Mr. Sukal should be more concerned with dead trees that create unsafe conditions in our local parks.

    Will Mt. Lebanon be providing signage that sunscreen needs to be reapplied every two hours without factoring in humidity or sweat? Is the municipality creating a false sense of security? Some sunscreens have cancer causing ingredients. Will there be a list of ingredients posted? What about allergic reactions? What happens if the dispenser is empty and someone gets sunburn? Will we be sued? The FDA has regulations concerning sunscreens. Is anyone in the municipality qualified to recommend or establish which sunscreens meet these regulations? Then there are the ecosystems that the prokill people are concerned with. Did you know that sunscreens must be "reef safe?" I sold sunscreen for a living. Did you know that sunscreen is considered by the FDA as an over the counter drug? Is Mt. Lebanon permitted to dispense OTC drugs?

    With all this concern, will Mt. Lebanon be posting warning signs at the toxic turf? The public needs to be aware of the potential dangers of tire crumb rubber. We must be consistent, Folks.

    Ordeal to getting Sandy Baker's report online

    On June 27, 2015, I forwarded a comment posted on this blog to the Commission, asking for the Sandy Baker report to be added to the municipal website. (I also asked if my commissioner was going to stay in Ward 3 when she sells her house, but that is a topic for another time. I asked her again this morning if she plans to stay in Ward 3.)

    The first to respond was Dave Brumfield.  He did not find the recommendations effective and/or feasible relevant to our stated goal.

    Next, I heard from Kelly Fraasch. She ​felt all they discussed was the presenter's options on Monday and had little time to discuss much else.

    This morning, I received this email from John Bendel. The Sandy Baker report is now available on the municipal website here.

    I have not heard back from Steve Silverman or Coleen Vuono. It is only hearsay, but allegedly neither Steve Silverman or Coleen Vuono would sign the thank you note to Sandy Baker.

    The real reason for deer/vehicular accidents

    Hint: It isn't the deer. We have bad drivers here in Mt. Lebanon. Deer just happen to get in the way. Thanks to Allstate for donating an electronic speed trailer that tracks and stores data, 77% of the drivers in Mt. Lebanon were speeding when passing the speed tracking device.

    According to the recent Trib article, 80 percent of drivers found exceeding speed limit in Mt. Lebanon, Bethel Park, police monitored Washington Road, Cedar Blvd., Gilkeson Road, and McNeilly Road.
    Police selected high-traffic roads where drivers seemed to ignore the speed limit, Mt. Lebanon Lt. Duane Fisher said.
    Deer killing corrals were placed in these areas, in hopes of reducing deer/vehicular accidents. Deer aren't the problem. It is speeding. On page 5 of her report,"Deer Doctor" Sandy Baker made recommendations concerning deer-vehicle collisions. She cited model community Rochester Hills, MI's  Deer - Vehicle Reduction Campaign.

    Commissioners, focus on reducing speeding in Mt. Lebanon. You keep telling us that it isn't about gardens, and that it is all about reducing deer/car collisions by 50% in five years. We will have less accidents, making it safer for all two legged and four legged creatures. Get a grip on the real problem. Bad drivers.

    Listening to our school board directors and commissioners, "Corbett sucks" or Wolf was the greatest thing since sliced bread. This week, Gov. Tom Wolf announced his veto of the House and Senate’s $30.18 billion budget package, which did not include any new or increased taxes. This budget included more than $400 million in increases for education. The governor’s veto also included the Public School Code approved by the House and Senate.

    Contained in the school code were additional reforms to the PlanCon (Planning and Construction Workbook) process, ensuring that districts are fully reimbursed for construction projects. Billions of dollars in reimbursements would have been returned to districts across the Commonwealth, including Mt. Lebanon School District. This is a major blow to our school district. Is Mary going to blame Corbett for this too? I would say that we are up Saw Mill Run without a paddle.

    Budget NoteI know this is a light-hearted email, but I did want to acknowledge that our state budget was recently vetoed by Governor Tom Wolf. Unfortunately this did not come as a surprise. You should know that the vast majority of state services will not be impacted for at least the near future. It is my sincerest hope the work of putting together a bipartisan budget agreement will soon begin in earnest. I will have more to say on this in coming emails.

    Somehow I missed the minutes from the April 8, 2015 Community Relations Board meeting.

    Commission Liaison’s Report: Commissioner Silverman recapped this year’s deer cull. He said there would be another cull next year, but not necessarily one using the same method.A lengthy discussion followed during which members shared some of the comments they heard about the cull from residents and debated whether the board should have any role in the deer issue. Dianne Wainwright suggested that the board limit its role to encouraging people to call their commissioners. Bob Taylor and Susanne Wagner reminded Mr. Silverman that the board previously had decided it could not take a position on the issue but would support the Commission if and when it made a decision. Susanne Wagner said that she does not think the board should have a role in a deer-related project.
    Steve Silverman gave his report days after Merlin Benner left town. Also in attendance was staff liaison PIO Susan Morgans, who told the press days before the meeting, that there was going to be "a cooling off period." Some cooling off period. You also told us that both lethal and non-lethal options will be considered. It was always going to be lethal methods only. John Bendel, were you aware that Steve Silverman was not resetting the dialogue as you were quoted as saying in the PG's Commissioners lament 'divisiveness' of Mt. Lebanon deer culling debate? It is right there in the Community Relations Board minutes of April 8, 2015.

    The next commission meeting will be on July 14. Just like the June 22, 2015 farce, the July 14 commission meeting will also be held at the high school. This is when we have an opportunity to comment on the deer killing plan. Not that it will matter since it was decided back in April, according to Steve Silverman, that there will be more deer killing.

    Mt. Lebanon has a rule for everything, including which roads are not permitted to have block parties. Guess where this block party is taking place today?


    Sleepy Hollow is considered a collector street and is not permitted to have block parties. Thanks to our former commissioners, Bonnie VanKirk (who wants taxpayers to pay for deer to be killed), and Joe DeIuliis, Mt. Lebanon residents must now apply for permits and pay a $25 fee for block parties. The link has in bold:
    Also, permits will not be granted forhighway, arterial or collector streets. Because of the volume of traffic on these streets block parties cause unnecessary traffic restrictions and can present safety challenges to people residing along these streets.
    What is interesting is that this block is where a close relative of our PIO lives. This isn't the first time the rules were broken. My former commissioner lives on Roycroft. They were able to have block parties on Roycroft when she was commissioner.

    I can't wait to hear why Tony DeNicola thinks we need to hire him again for possible "sharpshooting" for 2017. Discussion Session Agenda for October 24, 2016.

    Is it because the 700-800 deer that we "suddenly" have are too smart for archers, but not too smart for "sharpshooters?"

    Will the archery program which runs through January 2017 result in hundreds of surviving pregnant does and we will have a population explosion yielding thousands of fawns?

    Will we ever learn what method of distribution Tony will be using for his proprietary corn, patented apples, and magic beans?

    Oh wait. I know. Archery is ineffective without the use of bait. Yeah, that's it. See? Tony doesn't have to charge us for his advice. I saved Mt. Lebanon hundreds of dollars.

    So commissioners, without knowing how successful the archery program is, without knowing how many deer were killed, without knowing how many deer have survived and live in Mt. Lebanon (and Scott Township), and without knowing if he is doing this day or night, you can approve another "sharpshooting" program and Tony will continue to make you guys look like chumps when he charges us $83,477 to kill up to 100 deer or $132,038 to kill up to 150 deer as per his RFP.

    Advisory: IRS has issued a warning regarding fake tax bills related to the Affordable Care Act being sent via email
    Dear Elaine Gillen,
    The Franklin Park Police has received information that the IRS is warning tax payers and tax professionals that fake emails are being sent claiming that an IRS tax bill (CP2000) related to the Affordable Care Act is due.


    The CP2000 is a notice commonly mailed to taxpayers through the US Postal Service. It is never sent as part of an email to taxpayers!


    The attached PDF document has additional information.


    If you receive one of these notices through email, please don't respond and simply delete the email. There is no need to conact our agency.


    If you receive one of these emails and accidentally respond or send in any funds, contact our agency and file a police report. Also file a complaint on the Federal Trade Commission website athttps://www.ftc.gov/.

    Let me back up. Yesterday, I read the online article what's your sign which was posted on lebomag.com.

    The author writes
    When did we become so skittish about dialogue? We argue about taxes and construction, sporting events and rules. Why can’t we show our colors this election?
    I totally agree with her. I continued to read the comment that was published under the article.
    I suspect many Clinton supporters do not advertise on their lawns for fear of property damage at the hands of more extreme right wing Trump supporters ( not necessarily from the community )...
    I submitted this comment yesterday, and I am still waiting for approval.
    Property damage? Seriously? There are many election signs in my neighborhood and they have not experienced any property damage.
    So what gives, Public Information Office?

    Every week, the municipal manager publishes an administrative report. It is primarily for the commissioners, but also distributed to former commissioners, staff, etc., and provides a snapshot to the commissioners by department. This was sent out last week. Administrative Report #43 October 21, 2016

    This one line caught my attention.




    Intranet = a private network accessible only to an organization's staff.

    I seem to remember reading something about an intranet communication involving last year's pancake breakfast. Or it was a retirement party. Grrr. Can't remember exactly what the event was.

    I can understand the need for a benefits portal, but why would the Public Information Office need access to an intranet? Oh wait. I know. One of the finest ladies in Mt. Lebanon is transparent enough.

    When filing RTKs, don't forget to ask for intranet communications, texts, emails...

    Community: Safety During Halloween Celebrations
    Dear Elaine Gillen,
    Health Department Urges Safety During Halloween Celebrations

    PITTSBURGH – The Allegheny County Health Department (ACHD) is urging the public to be aware of pedestrian safety as the Halloween season approaches. Pedestrians and motorists who will be celebrating, should practice safety precautions. Under Pennsylvania state law, motorists are required to yield to pedestrians in crosswalks.

    “Drivers should drive slowly, anticipate heavy pedestrian traffic and turn their headlights on earlier in the day to spot children from greater distances,” said Gwen Missouri, Coordinator of the Health Department’s Traffic Safety Education Project. “Popular trick-or-treat hours are from 5:30pm - 9:30pm, so drivers need to be especially alert for kids and eliminate any distractions inside your car so you can concentrate on the road and your surroundings.”

    Here are some helpful tips that you can use:
    · Encourage chil dren to decorate their costumes and bags with reflective tape or stickers.
    · Have kids can carry glow sticks or flash lights to help them see and to be seen by drivers.
    · Select a costume for your child that is the correct size and length to prevent trips and falls.
    · Avoid having children under the age of 12 be trick-or-treat alone at night without adult supervision. If kids are mature enough to be without supervision, make sure they know to stick to familiar well-lit areas in groups.
    · Be alert and slow down when driving in residential neighborhoods, because children are excited on Halloween and may move in unpredictable ways.
    · Remind children to enter and exit driveways and alleys slowly and carefully.

    According to PennDOT data, last year in Allegheny County, there were 375 crashes involving pedestrians. The majority of these crashes were a result of aggressive and distracted driving behav iors. The law states that vehicles shall yield the right of way to pedestrians in a marked or unmarked crosswalk. If convicted of violating this law, the penalties include a $50 fine and 2 points on your license. Motorists are encouraged to obey this law in order to prevent potentially devastating incidents and penalties from citations.

    The Allegheny County Health Department Traffic Safety Education Project offers pedestrians safety education for all occasions within the “Road Rules” presentation which is available to elementary aged students in Allegheny, Beaver, and Lawrence Counties.     Will you be doing this again this year since Halloween falls on a Monday, and archery will be taking place on public and private properties? Please let me know how you plan to handle hunting on Halloween this year.

    I am also sending you an email exchange from last year when Susan Morgans said that she would be worried about hunting on Halloween -- if she were a witch.


    If worrying about hunting on Halloween and children's safety makes me a witch, then so be it.

    Susan, comparing your trip next month to The Folio: Show which "is packed with lively luncheons, vibrant receptions and one-on-one interaction, all designed to give you a unique opportunity to meet with the people you want to meet and develop a professional network that will serve you for years to come" with Aaron Lauth going to the FBI Academy for ten weeks of hard core training is insulting. How can you put yourself in the same league as our chief of police?

    Yes, your FEMA training was free and we covered your travel costs, but your trip to The Big Apple is not. Why we have to pay for your dinners with new friends is beyond me. Exactly what part of lively luncheons, vibrant receptions, one-on-one interaction (whatever that means), or having dinner with new friends will you be sharing with your staff when you return?

    By the way, my tax dollars pay for your trips too, even though I didn't vote for any of the commissioners.

    As I am sure you are aware one can quickly find countless articles on the internet espousing the benefits of continuing education and a well trained workforce.

    Specific to Mt. Lebanon and my philosophy, here is a quote from an article that appeared in mtl magazine's October 28, 2016 issue, written by Laura Pace Lilley, Living the FBI Life.

    "High-level training is important for top municipal staff. “The Mt. Lebanon Commission has consistently recognized and supported investment in advanced training for our municipal employees, especially those in leadership positions,” says Mt. Lebanon Manager Keith McGill. “This philosophy has allowed the municipality to remain an innovative and recognized leader in identifying available resources and providing services to residents in the most efficient and cost-effective manner possible.”

    The conference that Ms. Morgans is attending has value in that media and the way people want to receive information changes constantly. It is important to have continuing education about everything from marketing and advertising to new software and design.There will be seminars on advertising, which could benefit the magazine by identifying ways to generate more revenue as well as other sessions which will offer insight and information that Ms. Morgans will bring back and share with the municipal staff, PIO staff, myself and the municipal commission.

    Proposed Muni Budget suggests a .25 millage increase

    Budget hearings start this week for the newly published 2017 Manager's Recommended Budget.
    Highlights include: 

    • .25 millage INCREASE
    • A significant "reinvestment" in the Public Works Facility, such as relocating the current indoor shooting range to a new indoor shooting range at the Golf Course, and various changes to improve delivery of services. Total cost: $6,385,000.
    • Replacement of defrost system for both ice rinks. Total cost: $1,715,000.
    • Replacement of a 15 year old pumper truck. Total cost: $575,000.
    • Hiring freeze for 2017
    • No change in the rain tax*
    • The Recommended Budget includes a current funding level of $70,000 for deer management. The budgeted amount may be reduced depending on the remaining balance of a 2016 budget of $100,970. All are above the line. Scheduled Replacement of Bleachers at Ball Fields - New code compliant aluminum bleachers will be installed to replace existing non-compliant units. All bleachers will be replaced over a three-year period.  Playground Fall Zone Replacement -Replace rubber fall zone material under the playground equipment at both the upper and lower playgrounds in Main park. Those are below the line and less important than killing deer.
    • Fees are going up.
    • Training is decreasing 17.6 percent in 2017. An expanded level was budgeted in 2016 for Public Works maintenance staff training. Police and Fire have been sending personnel for “Train the Trainer” to certify trainers within the department, reducing training costs. But the PIO is currently getting "training" in New York City.
    Deer management is ranked at #150, with additional deer management at #158. See what has a lower priority in the total list of 267 line items starting on page 19 of the Service Level Rankings. To be fair, anything ranked below #178 didn't make the cut.

    Check out what our Public Information is costing Mt. Lebanon. See page 28 of the Recommended Budget. Budget for 2017 appears to have been cut by $4000.

    There is a public hearing at MONDAY's commission meeting on the budget and proposed tax increase.  But on the same agenda, Mr. Fiscally Responsible Republican Commissioner will be introducing Bill 8-16, fixing the tax rate to 4.76 mills. It is currently 4.51 mills.

    Please explain why the commissioners are going through the motions to have a public hearing when they are introducing ordinances to raise the millage. Another dog and pony show. While Mr. Fiscally Responsible McLean ran to kill deer, he also ran to be fiscally responsible and not raise taxes. Why do you uphold the first part of your platform, but not the second, Steve? Both are proof that you are NOT fiscally responsible.

    Think about that, when you listen to the charlatan pitch his sharpshooting plan during your commission discussion session on Monday night. He gets thirty minutes to discuss it, Steve.

    Maybe the commission will consider hitting up the Virginia Manor residents for the next round of deer killing. Another option is to consider recruiting Mt. Lebanon's finest ladies and the three page poster child in this month's mtl Magazine to raise the funds.
